Following the successful implementation of the initial phase of Cannabis
development, the City Council authorized the development of an Overlay
Zone that would allow for the controlled expansion of cannabis Facilities
Development. Kevin worked directly with City Staff to develop and
implement the overlay zone in several industrial areas within the City.
